实施方案鼓励消费者更新淘汰能耗高、安全性差的冰箱、洗衣机、空调、电视等家用电器。在条件允许的情况下，鼓励消费者在适当的支持下购买节能智能家电。鼓励制造商进一步向消费者盈利。
旧家电怎么办？实施方案鼓励建设彩电、冰箱、洗衣机、空调等产品回收拆解系统，促进废旧家电回收利用。中国家用电器协会副会长徐东生解释说，废旧电器标准拆解后，里面所含的钢材、有色金属、塑料等资源都可以回收利用，不仅有利于减少环境污染，同时也促进了循环经济的发展。部分家电还含有稀土磁性产品，具有较高的回收价值。《实施方案》提出，要努力完善废旧产品回收体系，有利于促进废旧电器资源向家电彩钢板的循环利用，使家电的资源效益和环境效益更加显著在整个生命周期中。

实施方案还鼓励深入开展智能家居跨行业应用试点。徐东生认为，这将促进家电、安防、照明等智能家居相关产业的协调发展，从而为消费者带来更多、更高质量的智能家居产品，也带动整个行业的转型升级。

Xu Dongsheng, vice president of China household electrical appliances association, explained that after the standard dismantling of waste electrical appliances, the steel, non-ferrous metals, plastics and other resources contained in them can be recycled, which is not only conducive to reducing environmental pollution, but also to promoting the development of circular economy. Some parts of home appliances also contain rare earth magnetic products, which have higher recycling value. The implementation plan puts forward that efforts should be made to improve the recycling system of waste products, which is conducive to promoting the recycling of resources from waste electrical appliances to color steel plates of electrical appliances, thus making the resource and environmental benefits of electrical appliances more significant in the whole life cycle.
The implementation plan also encourages in-depth implementation of cross industry application pilot of smart home. According to Xu Dongsheng, this will promote the coordinated development of home appliances, security, lighting and other industries related to smart home, thus bringing more and higher quality smart home products to consumers, and also driving the transformation and upgrading of the whole industry.
