and take effective measures to promote building materials to the countryside. As the housing construction plays a huge role in promoting the national economy, relevant industry insiders pointed out that as the biggest bright spot to maintain growth
and expand domestic demand this year, the construction materials going to the countryside will become the "important play" of this year's construction and building materials industry. Through building materials to the countryside, it will greatly
promote the construction of new rural areas, stimulate domestic demand and drive the construction, building materials industry structure upgrading.
In response to the global financial crisis and economic downturn, the state has launched a package of measures to stimulate economic growth. Among them, No. 1 central document explicitly put forward the role of building materials to the countryside to
stimulate the national economy.
According to statistics, by the end of 2008, the total area of existing residential houses in rural areas of China was 23.3 billion square meters; in 2008, the area of newly built houses of farmers in China was 844
million square meters, including 786 million square meters of residential buildings. Every year, rural residents spend nearly 500 billion yuan on building, repairing and maintaining houses, most of which are building materials. In 2007, China building
materials industry planning and Research Institute "well-off housing construction demand analysis of building materials industry" project research shows that at present, the average construction area of farmers' houses in China is 120 ~ 130 square meters,
and the average number of main building materials consumed per square meter is: 0.2 tons of cement, 0.03 tons of steel, 0.2 square meters of flat glass, and 200 standard bricks converted from wall materials 4 square meters, 0.03 pieces of sanitary ware.
It can be seen that the rural housing construction plays an important role in building materials industry.
Relevant people in the industry believe that the implementation of building materials to the countryside, through financial subsidies and other policy support, guide farmers to build houses and housing consumption in a scientific and rational way.
If we can stimulate farmers to build houses on the original basis to increase by 10% ~ 15%, the annual domestic consumption will be 550 billion ~ 600 billion yuan.
On January 15, 2010, the China Building Materials Federation submitted to the Ministry
of industry and information technology the "policy and implementation suggestions for expanding the use of building materials to the countryside" (hereinafter referred to as "the proposal"). According to the proposal, we should follow the practice of
agricultural machinery subsidies and household appliances going to the countryside, adopt the policy of financial funds to subsidize farmers' consumption in proportion to promote the construction materials going to the countryside, and provide direct
subsidies to the farmers who build houses. In this regard, Zhang Ren, President of the China Building Materials Federation, said that according to the analysis of the current situation of farmers' housing construction in China, if the proposed subsidy
scheme is considered, it is estimated that the annual financial subsidy fund is about 50 billion ~ 60 billion yuan, and the total financial subsidy fund is 150 ~ 180 billion yuan in three years, which can benefit 15 ~ 20 million households and 60 ~ 80
million farmers in China, and is expected to stimulate farmers' construction The consumption of housing and building materials is about 1.8 trillion yuan. After the completion of the house, it will also effectively promote the follow-up consumption of
decoration, household equipment and household appliances, and the effect will be far beyond the scope of building materials consumption.
